{"id":271,"date":"2022-12-20T17:40:56","date_gmt":"2022-12-20T17:40:56","guid":{"rendered":"https:\/\/unlock.green\/fr\/?p=271"},"modified":"2023-05-09T10:42:10","modified_gmt":"2023-05-09T10:42:10","slug":"leco-ptz-ouvert-a-tous-les-proprietaires-sans-conditions-de-revenus-vraiment","status":"publish","type":"post","link":"https:\/\/unlock.green\/fr\/publications\/leco-ptz-ouvert-a-tous-les-proprietaires-sans-conditions-de-revenus-vraiment\/","title":{"rendered":"<strong>L\u2019\u00e9co-PTZ ouvert \u00e0 tous les propri\u00e9taires, sans conditions de revenus, vraiment\u00a0?<\/strong>"},"content":{"rendered":"<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/unlock.green\/fr\/wp-content\/uploads\/sites\/2\/2022\/12\/homesmart-1024x576.png\" alt=\"\" class=\"wp-image-274\" srcset=\"https:\/\/unlock.green\/fr\/wp-content\/uploads\/sites\/2\/2022\/12\/homesmart-1024x576.png 1024w, https:\/\/unlock.green\/fr\/wp-content\/uploads\/sites\/2\/2022\/12\/homesmart-300x169.png 300w, https:\/\/unlock.green\/fr\/wp-content\/uploads\/sites\/2\/2022\/12\/homesmart-768x432.png 768w, https:\/\/unlock.green\/fr\/wp-content\/uploads\/sites\/2\/2022\/12\/homesmart-1536x864.png 1536w, https:\/\/unlock.green\/fr\/wp-content\/uploads\/sites\/2\/2022\/12\/homesmart-2048x1152.png 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n<\/div>\n\n\n<p>La prise de parole, le 17 novembre dernier, du ministre d\u00e9l\u00e9gu\u00e9 au logement, Olivier Klein, laissait entendre que le pr\u00eat \u00e0 taux z\u00e9ro pour les <strong>travaux de r\u00e9novation \u00e9nerg\u00e9tique<\/strong> &#8211; l\u2019Eco-PTZ &#8211; \u00e9tait d\u00e9sormais accessible \u00e0 tous les propri\u00e9taires, quelles que soient leurs ressources.<\/p>\n\n\n\n<p>En r\u00e9alit\u00e9, si ce pr\u00eat r\u00e9glement\u00e9, financ\u00e9 par l\u2019Etat sous forme de <strong>cr\u00e9dit d\u2019imp\u00f4t aux banques<\/strong>, s\u2019adresse bien \u00e0 tous les propri\u00e9taires, modestes ou ais\u00e9s, ces derniers n\u2019\u00e9chappent pas aux imp\u00e9ratifs de solvabilit\u00e9 traditionnels. &nbsp;<\/p>\n\n\n\n<p>L\u2019annonce du ministre, qui renvoie au couplage pr\u00e9vu de MaPrimeR\u00e9nov\u2019 (MPR) avec l\u2019Eco-PTZ (plafonn\u00e9 \u00e0 30 000 euros), ne change rien aux r\u00e8gles que les <strong>banques<\/strong> sont tenues d\u2019appliquer lorsqu\u2019elles font un pr\u00eat&nbsp;: les \u00e9ch\u00e9ances de remboursement de l\u2019emprunteur doivent \u00eatre inf\u00e9rieures \u00e0 35% de ses revenus r\u00e9currents. Si un client n\u2019y satisfait pas, il ne pourra pas obtenir un pr\u00eat \u00e0 taux z\u00e9ro pour faire des travaux de <strong>r\u00e9novation<\/strong> <strong>\u00e9nerg\u00e9tique<\/strong>.&nbsp;<\/p>\n\n\n\n<p>C\u2019est pourquoi, dans les faits, ce sont les propri\u00e9taires aux revenus interm\u00e9diaires, entre les 4<sup>e<\/sup> et 7<sup>e<\/sup> d\u00e9ciles, qui sont les principaux b\u00e9n\u00e9ficiaires de l\u2019\u00e9co-PTZ, non les propri\u00e9taires modestes.&nbsp; &nbsp; &nbsp;<\/p>\n\n\n\n<p>Le couplage MPR \/ Eco-PTZ vise surtout \u00e0 faciliter la distribution du pr\u00eat r\u00e9glement\u00e9. D\u00e9sormais, les \u00e9tablissements de cr\u00e9dit n\u2019auront plus \u00e0 v\u00e9rifier l\u2019\u00e9ligibilit\u00e9 des travaux \u00e0 <strong>l\u2019\u00e9co-PTZ <\/strong>et pourront se recentrer sur leur c\u0153ur de m\u00e9tier&nbsp;: l\u2019\u00e9tude de solvabilit\u00e9 des clients. La r\u00e9forme, demand\u00e9e par le secteur bancaire, est utile tant <strong>l\u2019\u00e9co-PTZ<\/strong>, 15 ans apr\u00e8s sa cr\u00e9ation, p\u00e2tit encore d\u2019une mauvaise image dans la profession, et ce malgr\u00e9 de multiples am\u00e9nagements.<\/p>\n\n\n\n<p>L\u00e0 o\u00f9 le dispositif annonc\u00e9 peut malgr\u00e9 tout favoriser l\u2019acc\u00e8s des m\u00e9nages modestes \u00e0 l\u2019\u00e9co-PTZ, c\u2019est dans la r\u00e9duction du montant \u00e0 emprunter. Jusqu\u2019alors, si un propri\u00e9taire b\u00e9n\u00e9ficiait de 10 000 euros d\u2019aides de l\u2019ANAH pour un bouquet de travaux de 30 000 euros, la banque ne pouvait pas tenir compte des subventions \u00e0 venir pour faire un pr\u00eat de 20 000 euros. Elle devait financer l\u2019int\u00e9gralit\u00e9 des travaux et proposait souvent un pr\u00eat compl\u00e9mentaire pour avancer les aides, dont le versement n\u2019intervient parfois que 24 mois plus tard. En ramenant l\u2019enveloppe du cr\u00e9dit au seul reste \u00e0 charge, le couplage MPR \/ Eco-PTZ r\u00e9duit m\u00e9caniquement les \u00e9ch\u00e9ances de remboursement, permettant \u00e0 des emprunteurs sur le fil de passer sous les 35% de taux d\u2019effort.<\/p>\n\n\n\n<p>Pour ouvrir v\u00e9ritablement l\u2019\u00e9co-PTZ aux propri\u00e9taires modestes, en tout cas ceux qui habitent des passoires \u00e9nerg\u00e9tiques et d\u00e9pensent des sommes importantes pour se chauffer, il faudrait envisager les \u00e9conomies engendr\u00e9es sur les <strong>factures<\/strong> <strong>\u00e9nerg\u00e9tiques<\/strong> comme un \u00e9l\u00e9ment de solvabilit\u00e9, au m\u00eame titre que le revenu. Notre syst\u00e8me prudentiel n\u2019y est pas favorable&nbsp;: adosser le remboursement d\u2019un cr\u00e9dit sur les \u00e9conomies d\u2019\u00e9nergie serait trop risqu\u00e9.<\/p>\n\n\n\n<p>Rappelons alors pour finir quelques \u00e9l\u00e9ments: <\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Dans le cas des <strong>r\u00e9novations \u00e9nerg\u00e9tiques<\/strong> globales, qui traitent l\u2019enveloppe,&nbsp;le syst\u00e8me de chauffage et la ventilation du logement, la performance \u00e9nerg\u00e9tique finale (et donc les \u00e9conomies correspondantes) est pr\u00e9visible <\/li>\n\n\n\n<li>Une forte <strong>augmentation des prix de l\u2019\u00e9nergie<\/strong> ne gr\u00e8verait pas la capacit\u00e9 du propri\u00e9taire occupant \u00e0 honorer son cr\u00e9dit puisqu\u2019elle porterait sur une facture \u00e9cras\u00e9e <\/li>\n\n\n\n<li>Certaines soci\u00e9t\u00e9s de tiers financement analysent le reste \u00e0 vivre (qui inclut les <strong>d\u00e9penses \u00e9nerg\u00e9tiques<\/strong>) plut\u00f4t que le taux d\u2019effort lorsqu\u2019elles octroient un pr\u00eat \u00e0 la r\u00e9novation \u00e9nerg\u00e9tique <\/li>\n\n\n\n<li>Le Cr\u00e9dit Foncier proposait d\u00e9j\u00e0 il y a une quinzaine d\u2019ann\u00e9es une offre \u00ab&nbsp;<em>Foncier Evolution Energie<\/em>&nbsp;\u00bb fond\u00e9e sur une approche \u00ab&nbsp;en co\u00fbt&nbsp;global&nbsp;\u00bb, tenant compte des \u00e9conomies <strong>d\u2019\u00e9nergie<\/strong> dans la capacit\u00e9 du m\u00e9nage \u00e0 rembourser son cr\u00e9dit.<\/li>\n<\/ol>\n\n\n\n<p><\/p>\n\n\n\n<p><em>Lucas Chabalier <\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Dans les faits, ce sont les propri\u00e9taires aux revenus interm\u00e9diaires qui sont les principaux b\u00e9n\u00e9ficiaires de l\u2019\u00e9co-PTZ, non les propri\u00e9taires modestes.\u00a0 \u00a0 \u00a0<\/p>\n","protected":false},"author":19,"featured_media":274,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[4,1],"tags":[12],"class_list":["post-271","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-blog","category-all","tag-energie"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v19.6.1 - https:\/\/yoast.com\/wordpress\/plugins\/seo\/ -->\n<title>L\u2019\u00e9co-PTZ ouvert \u00e0 tous les propri\u00e9taires, sans conditions de revenus, vraiment\u00a0?
